Group planning guide

VAT refunds, and the airport clock.

A group that has shopped in Dubai often finds one more job waiting at the airport: the tourist VAT refund. Each traveller has to validate their own receipts, with their own original passport, before the bags go in. For a party of forty that is not a small step. Here is what the Federal Tax Authority and Dubai Airports publish, what they leave open, a worked time sum, and how to build the result into the hotel departure time. This is planning information, not tax advice.

Dubai International Airport, where a shopping group validates tourist VAT refunds before check-in

What the Federal Tax Authority says

The tourist VAT refund scheme is run by the Federal Tax Authority (FTA) with Planet as the service provider. The FTA page says each traveller scans the original passport (or GCC national ID) used to enter the UAE. Copies are not accepted, and nobody else can validate for you. A group leader cannot do it for the group.

You should validate before you check in luggage, and keep the purchases within reach in case staff ask to see them. The FTA lists the conditions: you entered on a tourist visa, you are 18 or over and not resident in the UAE, and each transaction is at least AED 250 before VAT. The goods must have been bought from a retailer registered in the scheme.

We are a transport company. We do not advise on tax, we do not say which shops take part, and we state none of the scheme’s fees. Read the FTA page, and Planet’s own pages, before you plan.

Cash refunds are paid by an exchange partner after passport control, so a traveller who wants cash has to leave time on the airside as well.

A time sum, labelled as an example

This is our own arithmetic, not an FTA figure. Take a group of 40 in which everyone validates. If one desk served them one at a time at the FTA’s 5-minute average, 40 times 5 gives 200 minutes, a little over three hours. At the kiosk average of 3 minutes the same sum gives 120 minutes.

Real queues depend on how many desks and kiosks are open and how many other travellers are in line, and we found no published number for either. So treat the sum as a ceiling for one desk and a prompt to ask, not as a forecast. The practical point is the one the FTA already makes: the step comes before check-in, so it sits between the vehicle and the airline desk.

What the sources leave open

The FTA page says the traveller must leave within 6 hours of completing validation. The same page lets a mall or hotel kiosk start validation up to 24 hours before departure. The page does not explain how those two statements fit together, so a leader who wants the group to start early should ask Planet which step is completed where, before relying on it.

The page says tourist visa. It does not say how a visa-on-arrival entry is treated, and we do not interpret it. We also found no published count of open desks at DXB, no average queue time, and nothing about group arrangements. If a traveller’s passport is lost, damaged or at the hotel, ask Planet before leaving for the airport.

Planning the day

Work back from the flight, and ask your airline for its own check-in rules. Add the VAT step as a separate block. For an example, a 40-person group with a mid-afternoon departure might send its first travellers to the desks as soon as the vehicles arrive, while others queue for check-in, and split the group into two lots so the line moves in parallel. Your own flight time, desk count and group size will change the sum.

Tell the group the night before: original passport in hand, receipts and goods in the top of a bag, the scheme asks for travellers aged 18 or over, and everyone goes through their own validation. Our hotel to airport departure guide and the loading time guide show how to count the rest of the morning, and the terminals guide for group leaders helps you pick the right door.

If shopping is the point of your trip, the shopping day guide covers the two big malls, and our Dubai Shopping Festival plan has the season dates.

Choosing the vehicle

A shopping group carries more than it arrived with. Count bags and boxes as well as people, and tell us if you expect extra cartons. Our guide figures:

Our suitcase capacity guide explains how we count.

How a booked vehicle fits

  1. Send the plan. Flight time, hotel area, party size and the number of bags and boxes.
  2. Ask for a fixed written quote. Nothing is charged until you confirm.
  3. Read the meeting and drop-off arrangement. The quote states it, including the terminal.
  4. Agree the departure time. We plan the margin for the VAT step and tell you what is not yet published.
  5. Tell us if plans change. We adjust where we can, and cannot promise to beat traffic.

Frequently asked.

Quick answers for this trip.

Can the group leader validate the VAT refund for everyone?

No. The FTA says nobody else can initiate or complete validation for the holder of the passport. Each traveller scans their own original passport. Copies are not accepted.

When should we validate?

Before you check in luggage, with the goods easy to reach. A manned desk is for people departing within 6 hours. A mall or hotel kiosk needs a boarding pass for a flight within 24 hours.

How long does it take?

The FTA gives an average of 5 minutes at a manned desk and 3 minutes at a kiosk, for one person. For a group, multiply by the number of people in the line, then divide by the desks open, which is not published.

Where are the desks at Dubai Airport?

Dubai Airports lists them in Terminal 1 near check-in areas 1 and 5, in Terminal 2 near entrance 1 by the Marhaba counter, and in Terminal 3 near entrance 2 and at the Business Class entrance.

Do desks run all night?

The FTA says desks and kiosks run 24 hours a day, 7 days a week, except where the border authority’s or the mall’s own hours apply. Check before a night flight.

Does a visa-on-arrival count as a tourist visa?

The FTA page says tourist visa. It does not say how visa-on-arrival is treated, and we do not interpret it. Ask Planet or the FTA.

Can children claim?

The FTA conditions say the traveller must be 18 or over. Ask the scheme about any purchase made for or by a younger traveller.

Do you handle the refund or give tax advice?

No. We supply a vehicle and a driver. The refund is between the traveller and the scheme. Use the FTA and Planet pages.

How do I get a price for the airport run?

Ask for a fixed written quote through the booking form with the flight, hotel area, party size and bags. Nothing is charged until you confirm.
